like JMK said, it's mostly just foreigners and kids. The markets will sometimes have small Halloween displays with little decorations and masks, but that's it. At the hagwon I work at, we had a party, but the owner decided to have one only AFTER I myself had put up decorations in my room. On the day of, I dressed up in a costume and painted my face and everything, but the other Korean teachers barely did anything beyond putting on a witch hat or fake nails.
Korea is kind of reserved when it comes to doing things considered out of the ordinary, even if it is a holiday. The Korean teachers at my hagwon came to school in normal clothes then put on their witch hats/capes/nails after they got to work because they said they were too embarrassed to wear them in public. Whereas, I, the crazy foreigner was all decked out walking through the streets getting odd stares LOL

I guess this is the same for other countries in Asia too because last night i went trick or treating (i'm 15 and in my last year of high school but me and my friends are still very immature xD) and I went dressed up as a Mexican .. anyway, there is a row of shops and we went into the Cantonese takeaway as they were handing out sweets, and the Chinese family were so amazed and wanted a picture with me. At first i thought it was because I was dressed as a Mexican but then they wanted all of my friends in costumes to join the picture too :D it was so awesome :)
I love Halloween so much, but it's a shame that in the UK it's not really a big thing either, but there is always some houses that put in extra effort and that's about it though ^.^
