My husband and I live in an ex-rural area that has just recently become a ‘city’, and when I first got here there were very few foreigners. In just the past 2 years there has been a ridiculous surge in the number of foreigners, so now no one even gives me a second glance!

Did the woman actually say “외국인 안녕히가세요?”
